CCL Categories
The Commerce Control List (CCL) is organized into 10 categories (0-9), each covering a different type of dual-use item. Categories are based on the nature of the item's technology or capability.

Understanding ECCN Categories
The first digit of an ECCN identifies its category. For example, ECCN 3A001 falls under Category 3 (Electronics), while ECCN 5D002 is in Category 5 (Telecommunications and Information Security).
Each category is further divided into five product groups (A-E):
- A: Systems, Equipment, and Components
- B: Test, Inspection, and Production Equipment
- C: Materials
- D: Software
- E: Technology
