Method 1: Contact the Manufacturer

The simplest approach is often to ask the item's manufacturer or developer.

Method 2: Self-Classification

Self-classification requires reviewing the Commerce Control List to find the ECCN that describes your item.

Step 1: Determine Jurisdiction

First, confirm your item is subject to the EAR (Export Administration Regulations):

  • Is it made in the U.S.?
  • Does it contain U.S.-origin content above de minimis levels?
  • Is it a direct product of U.S. technology?

If the item is subject to ITAR (State Department) jurisdiction, the EAR and ECCNs don't apply.

Step 2: Identify the Category

Review the 10 CCL categories to identify where your item might be classified:
